6 Ad Units on One Page - Large Publisher Perk or against TOS?

I came across a site that nearly caused me blindness because it had six adsense units on it.

    Consumer Search

Do large publishers (which I suspect they are) allowed to have more than the limit of three ad units per page? Or are they supposed to abide by the same rules as us little fish?

That's someone flouting the rules, plain and simple. Those are standard AdSense units - they aren't a premium publisher.

That is clearly against TOS, we're only allowed 3 contextual ads in a page and 1 ad link unit.. they've got double the maximum..
