I would say buy as many one-way links as you can - concentrate on getting them on topic, rather than chasing PR.

Not if you hire in USA or UK it won't, but if you hire from India/Pakistan/Ukraine/Russia etc you'll get a lot more for your cash.

You will not hire a guru for complete SEO process for $500 even from India, Russia, etc.

 

Take a quarter of that and get a premium membership over at seomoz.org. Or you can simply pick up Aaron Wall's seobook at seobook.com. It'll pay off in the long run.

be extremely careful. I would be very careful while spending money for links, or other seo techniques. i don't trust almost anything. i m afraid of a google penalty

As for the $500, I'd go with buying a couple good links and getting some one to write up some content for me.

 

Looks like yourve done pretty well for phrases like income tax refund etc, It might be worth adding some more content to your homepage, that might give you a bit of a boost, without spending a penny on links.

 

I think your budget is more than enough. You could hire some people here in DP buy&Sell section to do the SEO for you like submitting to directories.
