http://www.5-top-sites.com/ , they use adwords and other types of banner advertisements to get people to the site ... all the sections seems like MFA sites .. so has Adsense not come across them ? The site has many categories with very few content for each one.

All the urls in the site are Made for Adsense ones with very Poor content

egs ( these are only some eg

    hxxp://www.5-top-sites.com/1/Flowers/
    hxxp://www.5-top-sites.com/1/Travel%2Dinsurance/

There are a lot of sites like this. Some look even worse...I even have a couple. ;)

In my opinion, Google will start banning the adsense accounts associated with these types of sites. I say this because:

"No Google ad may be placed on pages published specifically for the purpose of showing ads, whether or not the page content is relevant." (Adsense TOS)

    a.k.a. MFA sites.

Every other week someoen asks if 5-top-sites.com is violating Adsense TOS. They aren't. They have faux content at the bottom. That qualifies as content, as lousy as they are.
