    i dont think it will work like that - PR 3 Strong Backlink will effect your PR and Ranking fast! now days there are lots of 100 to 1000 dir submission not working - there are only one strong backlink is going to straight top at rank and because of more density of backlinks manual submission or automatic submission not working good in google - i have seen some cases here....
