hi, its a monthly fee. this is a complete server, while vps are portions of servers...you will find vps hosts buying these servers and reselling them as vps plans you get a control panel and you can add domains and manage the server that way, but this is not a fully managed servers where you can have an admin do custom work for a ton of hours a month, but they will help you with simple issues you may have.
