403 Forbidden error on Apache

I host my own web server from home - Apache 2.2.8 on Fedora 9. I'm using it to host a couple of MOOs. One is working fine at http://muddle.selfip.net:7000

The newest installation is not showing any images or stylesheets. It is at
    http://muddle.selfip.net:8000.

The files that aren't showing are in a directory /var/www/html/encorev5.

My attempts to fix it are to chmod that directory and those below to 0777 - only as a test. That hasn't worked and the images and styles still aren't being accessed. (I will change to 0755 as soon as a I get it up)

I'm not aware (can't recall anyway) using a htaccess file. If I browse to http://muddle.selfip.net/encorev5/ I get an error:
    Forbidden
You don't have permission to access /encorev5/ on this server
Typically the error log for Apache shows over 10 000 lines with

[error] [client 192.168.1.254] (13)Permission denied: access to /encorev5/images/themes/magenta/favicon.ico denied

    Code (markup):
    .
I searched the web and found ls -l >permissions - so I used that on the directory to create a file with the permissions. Here it is too.

I'm a Linux Noob - but I figure it's a permissions or ownership issue. But I have no idea how to go about fixing it. Any help would be appreciated.

You might need to check your Apache configuration in files at /etc/httpd.conf/*

My other MOO on the same server (only difference is the database and port) works fine.
Do you still think it's the .conf?
