*shrug* You could be right, Michael S. But there are more things in Google and Earth than are dreamt of in your philosophy, Horatio... I really don't pay a lot attention to Toolbar PR - I just put on my Super Myth Debunker Costume when an update starts because I know I'm going to need it by about page 1 or 2 of the inevitable 80 page thread. And how many of those links have been devalued or discounted? How many were purchased? How many were from Link Vault or something similar? How many were page-topic-relevant?
Google guys decided to apply a new filter that favours older sites to newer sites, so the older the site the higher the PR. But, they applied it the wrong way!! So, all new 2 month old sites are now enjoying fab PRs while the older sites are sitting with their existing pathetic Pageranks.
Yea, I know what you're saying...and I agree with what you're saying. My point is only that with this specific site that I own myself, I don't think it has the volume of links (considering their PR) to achieve the PR7 status. I mean, I would like for that to be the case...and there's no reason I would say that if it weren't true. It just does not have many links compared to other sites that are less. For example, another of my sites is PR6, and it has at least 20 times more links than the PR7 site (and higher PR links). I have another site that is PR4 (it did not change with this latest update), and it has probably 50 times the number of links as the PR7 (and higher PR links). None of these three sites have co-op or linkvault. I just can't imagine any links that would be enough to give that site a PR7. In any case, it's not a big deal. I am glad to have the PR7 for the few benefits a higher PR offers, but I would have rather had the proper (correct) increases on all sites than the excessive increase on a site that had not been through a PR update before.

Hahaha, I am glad I got some folks, thanks for all the rep too!!
The way high pr is distributed by google it may first step towards devaluing high page rank and discouraging link sale market.
I am actually seeing many sites dropping from PR 4, 5 down to 0. (predicted by a upcomingpr site, and 1 of the sites already confirmed to be 0.) Can you take a look at the following link? http://www.upcomingpr.info/futureprcheck.php?url=saisonblanche.com&submit=Check+Future+Rank!
Hmm, back in January my site was PR4 and it predicted PR5. Now my site is still PR4 and it predicts PR 3
Haha!! I think google is kinda playing with new sites for this update.. 2 of my blogs with almost nothing on got PR 5 I never done any SEO for any of them... I think google likes me
