3rd party fraud alerts?

    Is there a site that posts out email address, accounts reported or someone way to let webmasters know of potential account holders of 3d party processors that they may in fact fraud them and give a description of what they had done.

    example.
    paypal if someone bought something from someone then turned around and filed a claim with there credit card company that it was unauthorized it is very hard to dispute via paypal. even with tracking information paypal will still issue the funds back to the buyer. then try to resolve it for up to 45 days. then at the end of the 45 days with no contact back to you unless you contact paypal. they state that it was not able to be cleared and funds had been released back to the buyer.


    Im looking for a site that webmaster(s) post to of someone that made a fraudulent purchase with them. Does one exist? For any of the payment processor sites.

    I have thought of opening one myself. Might still. However still coming up with the backend for it all.

    Please let me know as this is something of very high interest to me.
