    Try to select the 2D if its small business and also helps in loading in less internet speed otherwise client/user could face problem in viewing your site/stuff

    If you're in the business of making 3D models or characters then stick to that.

    If you're in the business of graphic and web design then stick to 2D.

    3D if you want to wow someone, I mean really want to impress them, because as a small business 3D is expensive!
    2D if you want a logo and promotional material.

    since you said "small" business, i would go with 2D, but it also depends on what type of business it is too, I'd still go with 2D primarily

    For small business, 2D is perfect for sure but 3D looks for pleasing if you can bear! I am currently pursuing my graduation in Animation you can PM or post for further queries :)
