301 on home page, can't this be done another way?

Hi Folks,
I am very ignorant of CMS and would appreciate any input.
I am looking at a CMS that uses a 301 on the index page, I guess it redirects to the CMS.

Is this common or normal?
Can this not be done another way?

I would like to have an idea of what else can be done before I speak to the cms provider.

I don't like the idea of a 301 on the home page if it can be avoided.
