Mate you need to drop adsense and find a good affiliate CPA offer. Sell something that your visitors would be interested in. You could try ringtones, actual cell phones, etc... Find a few offers, test them and keep the one(s) that are making you the most. I'm sure you can get at least 10x the amount that your currently earn.
Here are few tips: 1- Drop any affiliates not related to the subject(mobile) 2- Show Adsense to only search engine traffic. They are more likely to click your ads anyway. Show affiliate ads to others. 3- Add Adsense 468x60 under the title of the post, 300x250 ad within the post and another at the end of the post. You ads will more likely be related to the post 4- Don't show any ads on the front page. Only on the post page. It will look less "crowded". 5- Remove the "Sponsors ads" Adsense on the sidebar and the big one at the top 6- When showing the mobile theme, don't make it the first thing in the front page or post. Add it after the first paragraph. By reducing the number of shown ads, you will get a better CPC. Check your host stat logs to find the keywords or use Google Analytics
increasing cpc is not in our hands.the only thing that we publishers could do is to note which keyword gives us the maximum cpc and try yo get ads related to that particukar keyword in our blog or site .
itcoll: You have partly reasons. By having ads more related to his content, he will get better price overall. But your forgot about being "smart price" on your Adsense account. If he get too low of a CTR, Google will "smart price" all his sites.

Looks like your ctr is already on the high side. Nothing much you can do if the cpc is low. Why not just leave it as per it is and start a new site with higher paying niche.
You can try to filter out low pay keyword like "free", "cheap" kind of words. Maybe this will improve your earnings.
