Just try to place your website link on high PR related website. if you got backlinks from high pr websites so definitely google update your PR2+
Well, PR matters only if you are going to sell links. There are no usual users that even know what PR is. If you have good and relevant content, than you will get high PR and traffic, because as the word is spread about your site, more people will link it. Like mention it in forums and so on.
It depends. I have a site which is PR3 and has 1000+ backlinks, but it stays PR3 for more than 2 years. It has relevant content, and it has duplicate content. But the best thing of all is, that it is in the first position for 3 top keywords. I don't care about PR. I don't know what your site is about, but if it is not about selling links, than don't bother with PR.
If you want to increase the PR the you have to create as many quality back links and huge traffic for your site and write quality and fresh contents.

It really depends on how you're building backlinks. Instead of just building and building backlinks, try using the free SEOquake toolbar and get a few that are higher PR. If they are dofollow, you're guaranteed to see your SERPs rise.
I don't think you said, but how many links have you built on the site in the last 3 years? And if you are using all of one type of link, like all ezinearticles, maybe that could be your problem. Get a lot of links from a lot of different places and I would be totally surprised if you pr didn't go up in the next update.
You need high PR dofollow links. If you do that, your PR goes up. Often PR doesn't always correlate with rankings which is what you should focus on. However, often times there is a big correlation between high PR and top SERP positions.
