Personally I don't think they are a reliable source of work for the money you pay, so I wouldn't involve them in something that would imply responsibility. Try them first with plain work, nothing that imply dealines. If it works, well, it works, if it fails, no big problem.
hopefully you tested their skills first. Otherwise it will be a waste of money no matter what the price. I would get them to do all your submission services etc. Since they most likely do not have the best content for marketing and advertising. Get them to do all your boring and tedious work. If they just stopped having babies every 1.2 seconds then they would be better off. The reason they can charge so little is their own fault no country can give equal opportunities to 1.2 Billion people. What the west needs to do is drop aid packages not of food but of condoms and birth control pills.

In china some people make $1 a day so not that surprising however doesn't make them qualified for a good IT job I would suggest training them first in article writing afterall no one will hire your service if the english is horribly broken up.
Some people yes, in tinest village, where money doesn't even needed. But in decent town with job places as well as needed expenses, universities, markets, modern life for $1/day ? Keep dreaming.
4-5 years ago you could still find good IT workers at $200-$300 per month from Ukraine, India etc. on GetAFreelancer.com. Today you should expect to pay about $1,000-$1,500 for the same. It's still very affordable compared to what you get.

You just need to find 183 articles for them to write, which you can sell, which isn't too hard of a task when you sell in bulk/have a good reputation. $4.50 x 3 = $13.50 total profit/hour So really, your earning $13.50 per hour, which isn't amazing, but it's easy and simple and it'll get you a bit of extra-cash.
You will basically get what you pay for. If you do not need quality writing, or even good English, 80-200 usd will get you some workers. But they will be workers, not writers.
