2checkout Charged Me $10.99 And Declined My Application

    Many people here said 2CO is good, so I signed up a trial account on 2CO and what to take a look.

    After I signed up, they kept sending me emails to suggest me to submit my application to become real member. I send an email to them and ask how to do test purchase with tiral account (which was promised on there web site), they don't reply.

    I googled and learned that the 2CO trial account is not really functional, so I finally decide to submit my application to get a real membership. Although it will take $10.99, I think it is worth to do some tests. There were a few steps to submit the application, there was a step to input the payment method. On that page I really saw that "Your payment method will not be charged if your application will be declined", which I thought was reasonable.

    After submitting my application, 2CO charged my PayPal for $10.99, and then declined my application, with this reason:
    I was so astonished that they charged me $10.99 and gave me nothing! The reason that they decline my application is so ridiculous. If they don't accept customers from my country, why did they allow me to submit my application online? My country was listed in the their application form, that's why I can finish the form and submit my application, and then they told me they don't want customers from this country? It is definitely their fault to accept an application that is not possible to be approved, and they should not charge me for their mistake. I never thought that could happen.

    I wrote to them, they don't reply. So I have to initiate a dispute on PayPal. Today they replied on PayPal resolution center, saying:


    I swear I did see they wrote on their web page that my PayPal will not be charged if my application will be declined. Well, they can modify there web page anytime...

    $10.99 is not so much, but I have the feeling that I get robbed. I write this thread to remind people to think twice before submitting the application to 2CO.

    Swearing you thought you saw something when applying for 2Checkout's application for account approval does not hold weight when filing a dispute through Paypal. You should have submitted a copy of 2Checkout's application agreement in your Paypal dispute with the exact wording you swear you thought you saw highlighted. Do you have a copy of 2Checkout's application for account approval? Are you in one of following countries are currently excluded from any type of operating arrangement with 2Checkout
    • North Korea
    • Cuba
    • China
    • Iran
    • Sudan
    • Syria
    • Myanmar (Burma)

    I am from China, I think that's why they declined my application. The thing is that, China was clearly listed in their application form. They should remove it from the list if they don't accept customers from China. Well they allows me to submit my application, and reject it after taking my money, it is unfair.

    Thanks for reminding, I will try to collect more evidence for that. $10.99 does not worth me to do that, but I am not just fighting for that money.

    Whey, you haven't seen my recommendations around the forum, recommending to avoid 2Checkout? I've had an absolutely horrendous experience with them. You really need to watch out for dirty companies like these. One minute they're you're friend and next minute, the opposite.

    Finally 2CO refunded me the $10.99. I will not cheer for that since it was not a reasonable charge at the very beginning.

    I just checked their website again, and I can see China is still listed on the application form. Also there is no any statement on their website that saying they do not accept user from China (and some other countries). So they refunded me, but no improvement was made on their website (yet).

    @macdonjo: I agree with you. They kept sending me emails (I am not sure if it is auto sent), to invite me to submit my application. After rejecting my application, they never reply me an email.

    @shalwan: Maybe 2CO is not bad if they accept you as their customer (I can not prove that anyway). However they will be callous if they don't want you (I experienced this). I am thinking if I did not write this post, I am afraid they will not reply me in any form.

    I will keep using PayPal, which is good. The reason that I am looking for alternative is that I want a prepaid credit card that can connect to my online account (PayPal only provides prepaid card to US users). After trying out Skrill, Payza, Avangate and 2CO, I am back to PayPal.

    However - we are working on making it more visible on our site - our Product Manager has been tasked with this to resolve the lack of clarity.

    I totally sympathize with someone who signed up just to be auto-denied. That is a 2CO problem that allows that to occur, but I do respect that you guys have come on here and done the right thing and stood by your product and made things right with him - and hopefully with anyone who has that same issue (being asked to pay to submit an application that by your own terms you will never accept)

    I am in the US so I don't have these issues. I have accounts with Paypal and 2CO, and never really had a problem with either, although I mainly use Paypal.
