25,000 impressions, 12,500 uniques - what does this mean?

When a network requires this kind of minimum traffic, what does this mean?

    Does it mean:

    1. 25,000 impressions AND 12,500 uniques

    or

    2. 25,000 impression OR 12,500 uniques

The difference is obviously significant for web sites with few unique visitors but many clicks per visits.

Lets say if I have a site with only 5,000 uniques but 150,000 impressions, would I qualify?

You will have to ask them...they might let you with that many impressions but the uniques is much better then just impressions.
