23.58% CRT! In it's current state, I'm I OK with Google TOS?

-I bought a site with some 'natural traffic'.
-Had temporary trouble with the db and php filepaths.
-This version (link below), was online for 1 day and I got $1.18 from 4 clicks and a 'very scary' CTR of 23.53%!
-The CRT is (probably) due to using text link Adsense ads at the top, no 'blending or hiding' at all.

    Questions:

    1) The current 'content' is a friendly 'back up soon' message, and a Google search box. Is this allowed, to use Adsense with so little content, but offer Google searches for 'user value'?
    For more than a week?
    A month?
    A year?
    RandomProxy.com

    2) The original design (not showing now) is a top-sites list for proxies, the site itself does not offer proxy service.
Google ads have been used on the site for several months.
Is that type of site generally safe to use with Adsense?

    3) My average CRT was 0.15% :( for 'honest sites which tried to add value to the internet'. Now I'm getting 23.58% my first day by referring people to proxies
Should I write Google an 'innocent' e-mail explaining my new site is doing well, and I don't want to be banned from Adsense?

    (URL above)

    Thank you.

Don't worry about it. It's not a bother to them. If you were getting an increase of a couple of hundred dollars a day suddenly then they would be looking at click-fraud. Although, it does not hurt to ask them.

Thanks, I was a bit surprised because Adsense is such slow going at first.
I didn't show the 'real design', but do you know if proxy referral lists are generally OK with Adsense?
Also, the current condition, I could write a short article about proxies to add 'real content'.
Then have links to my top-list on the index page, but leave the Goo links at the top.

That might work (to maintain CTR and be TOS friendly)??

Even with your few paragraphs added the site is not functional. I really don't think it's compliant with adsense TOS. If I were you, I would remove the ads until you got the site together, before someone reports you?
