$200k must had been sent him in a single transaction. I don't think that there is an individual in the World who waits to withdraw Paypal funds until the balance reaches to $200k. It's not possible for an individual. Maybe Godaddy and similar big companies may wait to withdraw funds from Paypal until the balance reaches to $200k.
From my experience they always offer to release funds to you in 6 months. But that was never 200k and not out of the USA. Hopefully he gets it, his best bet is just to call them and see what can be done.

There was nothing mentioned by PayPal that "we will close your account". Makes you wonder. (Or I missed something? I guess the fact it would be evading tax, due to being located in the USA when earning money.)
