In a nut shell SEO is a subset of SEM. SEM includes all PPC works and SEO (organic) works.

 

SEO concentrates on meta tags, titles, keyword density, effective and clean html coding.Its main goal is to achieve high pranking in SERP.
SEM looks into the search engine submission, paid inclusion, directories submission, traditional adds, PPC , PPS and press release
