    Hmm.. I think you should buy banners on sites related with yours. :)
    There are some offers on advertising forum.. buy some banners.. ;) could get some more traffic.

    I suggest Link Exchanging and Banner Exchanging for the Time Being, that'll be cheaper, and Hire an SEO Expert, that'll be Cheap as well. You'll be amazed the amount of visitors you can get with these 2 steps only. After that you can work on the content, I'll help you with articles if you want for low price for the time being, as your budget may be consumed elsewhere. Just follow the Above 2 Steps. For Link Exchange go for PR4 or above sites, buy Links if you have to. Thats one great way of Promotion and increasing Traffic.
