Duplicating content & site is no harm.. but try to differ them.. 100% duplicate is not good for sure..

What about landing pages for sites that have not finished being developed yet? I have several that are just templates for the developer's company as the main page with adsense on it. These only differ in some of the words used to describe the active project. Is that considered too similar for Google, because other than a few words specific to the web development project, these sites (a handful) are basically the same.

what do you mean with the same content?

if you mean COMPLETELY SAME content, it will be a problem for adsense and google search.

    it's duplicate content

Not completely the same content. The web developer used a CSS template that has space to describe the current project in a few paragraphs. The rest of the page is adsense and his company logo. I was just worried that these pages look too similar for Google, even though they really are different because of the paragraph descriptions.

As usual I'm just paranoid about Google, and want to make sure this is compliant. If not, I'll ask for a variety of landing pages be used while each project is under development. Thanks.
