1. If the new backlinks are on pages google trusts then they should have a positive impact on the ranking of the specific page for the specific terms used in the links. If they are really high quality links then they may have a postive impact on the whole of your site. 2. If you can find a good quality relevant blog that does not use the nofollow attribute then yes you could potentially benefit from posting comments. Just don't spam.
