2 Questions about Exchange and buying links for PR!

Hello guys.

I have to Qs about increasing PR via exchange links or buy links from high PR sites.

1:If my site is arabian site and I putted a arabic link in an English site, will this reduce the performence of increasing the PR? or it's the same as if you putted a English link?

2: Should I buy links from specific sites? I mean If my site is a flash gaming site and I want to buy links Should I buy from only Flash games sites with high PR? how about if I putted a link in a health site will this reduce the possible of increasing the PR?

Link exchange is now not very effective.
Google is not giving preference.
However Links from Related site are always important.

Buy some high PR backlinks !

That too related in your niche.
That will help you to get PR soon.

There is nothing wrong with linking non-English sites to English sites, in fact it's good because it adds to link variety which makes it look natural.
