2 questions about adsense and revenue sharing

Maybe this has been asked and answered before but I can't find it, so:

    1) I want to make a website where each user submitting an article can have ads with his own adsense ID on the page with his article, but my adsense ID on the sidebar. Is this against adsense policies? (ads from different accounts showing on the same page, not more than 3 ad units anyway)

    2) About users that don't have an adsense account nor a website, is it possible for them to open an account submitting my webside during adsense registration?

    1) not allowed, horisly is mistaken, you can't have adt from two different accounts on the same page

    2) you can do that only with AdSense API http://code.google.com/apis/adsense/

    1) No, it isn't allowed to have 2 different pub ids on same page according to Adsense TOS.
    2) Sorry, not sure about this one..

I cannot find it again but I think that I had found somewhere, maybe in this forum, a reply letter from adsense to a user asking that particular thing and the reply was that users could submit the site in which they would be submitting their content in order to get the adsense account. I am not 100% sure, and maybe, as you are saying, this only applies to websites using the adsense api.
