2 Different Keyword Tools, 2 VERY different results, which is right?

So I use the Google Keyword Tool

And I am using SEO Book's Keyword Tool

I enter the term 'packaging tape'

Google tells me that the average monthly LOCAL search volume is over 33,000, but with SEO Book's tool it tells me an average of 8 a day from Google, which equates to 240 for an average month.

Am I missing something here?

i think seobook one is better. google has always overexaggerated the search volume in its keyword tool
