    Your CPC is low, maybe you are in low pay niche.
    Try change the ads placement to see any improvement on the CTR

    First of all, your site is so red, it blind my eye. Let say if I'm a visitor, and visiting your site, I won't stay longer than 2 minutes browsing.

    **Second of all, try to use Text ads, not all the images ads, that will help you a little. and try to reduce your text/links/background colors.
