I think most people are too complacent for their own good. My view on the subject of reporting someone who violates ToS is very simple. From an Advertiser's viewpoint: You have a right to report someone because they are directly allowing you to lose money by encouraging fraudulent clicks. From a publishers viewpoint (the only thing I currently am): Webmasters that abuse the network in this way, decrease the quality of the network itself, thus driving advertisers to not use the network at all or to decrease the amount they are willing to pay due to the fraud committed on the ad network. Thus it also loses you money in the long run. So it’s actually quite simple. If I see someone blatantly breaking the ToS I will report them. I owe it to myself and to the advertisers that are in fact paying for my site!
When you commit AdSense fraud I don't know what worst, getting the 'invalid click' email from Google telling your your terminated or getting busted by someone at DP Either way you pay the ultimate price.

To report or not report: I wouldn't report anything unless it's an obvious example of TOS violation. For example I just ran into a site that was nothing but a phrase scrapped from wordTracker with ads below it refered to as "Your search results below". There was nothing else on the site. Several clear violations and I did report them. (btw: I followed up on whois and searched for owners name. Wouldn't you know it but his name comes up allot on "I've been ripped off sites") Little things like ads displaying on login pages or partially covered up could be caused by sloppy coding and are most likly temporary. It's the monster machine generated sites or the "Click ad for ..." sites that annoy me the most. There are so many reason to report OBVIOUS violations. For starters they are stealing from me. At any given time there is a fixed amount of advertising dollars willing to be spent. Every click on this losers site is money out of our pockets. There is no other way to look at it. Another good reason to report them is that they are cluttering up the internet. AmyCY: Concerning your question about that phrase. I would worrey about the part of the TOS that forbids drawing undo attention to the ads. While "undo" might be open to interpetation and the only one that will matter will be theirs. I play it safe and make NO mention whatsoever of ads of any kind on my sites. I sure hope G ramps up enforcement. I wouldn't even mind if it came to a time when they have manually approve sites before the clicks will count.

The site above is not in English. However encouraging someone to click the google ads is clear violation of google TOS. If it isn’t the site owner posting such messages then he should delete such posts and ban or warn those members not to post such messages.
Hmmm...I wouldn't call it blatant. Blatant is "click on the ad links below." The site asks the visitor to "check out the sources below"--"check out" does not mean click. I not saying it's right or wrong. Just my opinion. AmCy
I would disagree...they have created a page just for AdSense and asking you to Check Out these for a free credit report would be viewed by Google as a solicitation for clicks. Thats a lot different then your credit card navigation AMCY
