    Perhaps a CH must to Deposit the prize before commencing the Contest & there's should be winner too.
    So, if a CH canceled the contest, then he/she will loose the money they deposit.
    And if a winner selected, then, he/she absolutely gonna get paid right-away.

    well, but that just IMHO... :)
