To draw something like that i would think you need to be offering at least say $40 or so, there are many great cartoonists/artist here that could probably draw you a great sheriff, but i doubt any of them will do it for $15
the domain name only reflects sheriffonline.com , but the website runs for internet marketing success business since 2003. so i need the image as like johncow image one . no need to add text as sheriffonline.com
JohnCow's cartoon and header would of cost nearer $300 i think you may be asking too much for such a little price. Your best bet is Watari or Designfxpro and even then you will be looking at around $100 i guess.
No one will make that kinda banner for $15. It's a lot of hard work for a small amount, not worth it.
it is not quick and easy as you say. Not at all. To do a toon of that car, it proablly take me like 2,3 hours, only the car.
