In the US some Internet providers give the same IP to more users (AOL mostly), so you cannot block a publisher just based on the IP addresses. Usually they use more metrics (dynamic parameters, session variables, cookies and IP address).
You don't have to go black hat get your account banned. There are plenty of ways to earn money genuinely.
I don't think they will pay you anything if you got banned, because those clicks would be considered "against their terms of service", TOS. Better to do it the honest way, avoid needless waste of time and energy.
Thing is, you're not going to win some high ground saying you got $147. Some people here get $147 every day from CJ, legally.
