I've had CTR's over 100%, but never with that many clicks/traffic. With me it may be 1 impression and 2 clicks, on some long forgotten site.

If two click come from 1 page (assuming your page load count is 1)
then your CTR will be 200% and thats very expectable.

if the visitor opens the ad site in a new window you can see quite big CTR
the other option is if the visitor clicks on a AdLink unit and clicks more than 1 ad after that

Report to google about high CTR rate, if possible provide IP Addresses of the clickers.

Wow, that does seem pretty high. Maybe it is because of the message displayed at the top of your site(s), thats if its occuring on the ones in the links in your signiture.

Wouldn't it also be a breach of the Adsense terms?

This is just a glitch in adsense reporting. Sometime the clicks are updated before the impressions. Used to happen a lot a couple of months ago.

CTR of 100% means one person clicks 1 ads,
CTR of 200% means one person clicks 2 ads,
CRT of 500% means one person clicks 5 ads and so one..

their is nothing weird about it, it only looks a little dodgey.....
