Just design it in Photoshop (use layers) and hire someone who can code a Joomla template (maybe even for less than $100).

 

It's really easy to accompolish on paper.

 

andrej do you know anyone that does it for less then $100? i have no problem designing my layouts.

you can use this plugin to create Dreamweaver templates.
extensions.joomla.org/component/option,com_mtree/task,viewlink/link_id,1525/Itemid,35/
and this one to create templates with NVU
extensions.joomla.org/component/option,com_mtree/task,viewlink/link_id,3270/Itemid,35/

There are other ones for dreamweaver too. You can do a search in the Joomla extension directory for dreamweaver. Or you can hire someone to do it for you. So DYI or Paid, either should work.

study default joomla template ,its in template folder . study file structure of that templates , study templateDetails.xml , you should know some php to design joomla template.
