$10 min bid required for every keyword?

I've had an adwords account that has been idle for about 4 months now, and I'm just getting around to setting an ad up in it. For the search network, it's asking for a minimum bid of $10 (!) for every keyword.

Is this related to how long my account has been inactive? Is there something I can do about this?

No the length of your account being inactive should have nothing to do with this.
