That list is so generic, it's pointless. Why would submitting it to a search engine do any good - if you've got a backlink it'll get crawled and submitting to search engines hasn't been useful since 2001. Adding meta tag? Did you have any mta tag in particular in mind? How exactly were you predicting this will get more traffic? Were you expecting this to be part of a general SEO exercise? Video blogging? what is that exactly? are you saying the way to get traffic to your blog is to start another blog? Adwords - well yes, but how many blogs are worth spending money on - bearing in mind that Google terminates accounts for arbitrage.
It is definitely a generic list, I would say a broader view; but they indeed are effective ways to get as well as increase traffic to your website.

Not a bad idea to go with that list. Posts like that are meaningless, if they are not for eating up our times besides increasing thread counts, what are they doing here? I don't know why don't they do their homework before coming out with advises such as that? You can always get lots of real life traffic building methods here on DP but you should be ready to spend your time diligently searching through pages.
