Great tips, but some of them are very difficult to pull off if you're maintaining other sites as well. For instance looking after a forum is a big deal. They're notoriously difficult to run well. They are very time consuming but as you said they are the perfect way to engage new visitors and it gives them a purpose for returning. A news page is a good idea. It keeps things reasonable current.
