It depends. Contact the author of the post to ask for his permission first

Many news stories and articles, are copyrighted content. One way to circumvent this, is to re-write the news story in your own words. So now your material is like you are writing a blog about a news article you have read somewhere. With more than a billion blogs out there on the internet, you can't stop people from "retelling" a news that is meant to be consumed by the public.

    Just don't copy-and-paste it, word-for-word.

Good article, the only thing I do that is bad is deliver hits to my own site. I only do this to test my site and make sure everything is functioning properly, though.

Check with your webhost. In Cpanel, there is a feature icon there called 'IP Deny Manager'. Just type the IP address you want to ban from your site, and bam, they stay out.

What I understand is that dynamic IPs only change after a couple of weeks or so. Even the Google pattern recognition robot might treat it as a new guy again, and not the nasty guy who keeps clicking the ads before. You ban that new IP again next time. In StatCounter, you can detect whether an IP keeps coming back again and again with all outclicks pointed on your Google ads.

If it's a proxy, then tough luck to everyone using that proxy. Maybe after 6 months, you can un-ban that IP again and see whether the guy has given up sabotaging your site. :D
