You can easily get list of 10000 free directories. What's more important is to get a list where directories are ACTUALLY free

I guess you will have to combine ALL lists (and remove duplicates) check Vmoption's Free Directory List It's updated regularly but it doesn't have 10000 'free directories'

If you are looking for free directories, Once you remove:
- duplicates (such as 100 of the same directory on .info);
- all the auto-acceptors (those that automatically accept your site without review);
- those that actually require some sort of fee (reciprocal link, pay for review/inclusion);
- those that ignore an editing guideline (i.e. quality directories don't just accept any old garbage submitted to them - check a directories latest listings and if there is any spam avoid it).

You will be left with a lot less than 10,000.
