#1 Ranking on every page

    I've noticed that sometimes you see the #1 advert at the top of every page. Is this the new way now? Surely top of page 2 results is 9th position but if they are in 1st position then they get 1st, 9th, 17th etc. Is this correct?

    but thats not constant, the advertiser obviously pays good money for his ad to have many impressions no matter where their placed
