also schools block websites and if you can get on a proxy you can view those blocked sites (depends on where you are) cant do it here in aus (that i know of cause the block by keywords)

Pretty much. Once you have the site setup, all you need to do is advertise and drive traffic. No real need for updating content or anything. I noticed too, but I don't think 1c really matters that much BTW, my highest CPC on a proxy is something like $2.50. It was when I first started, though, and the highest click I had recently was around $1.
