I dont see much use in setting up a classified ad on your site. What competitive advantage does it offer over other classified sites or even craigslist? When launching a ME TOO service, make sure you cover some sections of the market your competitor ignores. Simply jumping on to a business just because you feel you should do it gives no benefit for you or the end user. This must not be taken as a rebuke, but an opportunity to think and make your classifieds better

Whether you spend 0$ or 100$ or even 1000's of dollars on your advertising campaign all you are going to get is non converting traffic. The best you should do is to invest some amount of money into getting a unique and good layout. I dont remember this script but I have used it before. It is supposedly to be craigslist clone. Anyway I would say cancal the ad campaign, put some money into getting a more efficient and unique looking script. Then add some features which your competition ignored.

The chat takes people off your site. Try to integrate a chat which will take place within your site. You are loosing readership. besides readers are not going to come in. Only people who want to place ads will come in. The moment you stop promoting vigorously the traffic will fall. The problem is not you, but rather the search engines and people becoming more knowledgeable about seo. I would say your site needs a major design make oer. Looks completely unprofessional
