He did show me 4 websites of his work, and they were quality. he guy asked for 200 dollars in advance and when i get the goal (( alexa under 200.000 )) i have to pay the rest. (means 3 weeks full time + update till i reach my goal) Everything is taken care of, and I wish him success.

Depends on what the expectations are? It is tough to say if $1000 is too much without knowing the particulars. If they are performing on page services plus slow drip submissions to Directories, Press Release Creation/Submission and other slow drip services then yes it may be worth it.
