0.08% CTR - Will google start showing CPM?

I made $.27 off 1,179 page impressions - because I only got one click.

My CTR is always depressingly low - well below %.50. Will google start to show CPM ads?

pay-ads.com says it will do $3.50 cpm, but I'm not sure if it's legit or not.

Whats really screwed up is my CPC on certain ads is over a dollar - I just want a solid $2.00 a day, PPC stresses the hell out of me. I adding pay-ads on my flash game site because google only gave me ten cents last week on it. =(

    Any advice?

I tried moving the ads, nothing.

You can have CPM ads in placement targeting, but I'm not sure what the advantage is you think you'd gain. It could just work out more expensive - at least if nobody's clicking on ppc, you're not wasting money.
Are these ads search network or content network? - remember content network generally has a lower ctr. But just changing the way you pay won't change the amount of interest you get - you need to target more accurately/and/or write a more inviting ad text for that.
