exactly the same situation as - most of the good ascii domains are taken anyway from what domainer have searched 10 years ago...
法律 means "law" in both Japanese and Chinese.. We have the same kanji characters with the same meanings in many cases. Japanese speakers would access this Japanese/Chinese IDN only to find that it is actually a Chinese site. It happens, and vice versa between the two...
I believe that the target buyer of the Chinese IDNs will aim to the people who knows/understand the Chinese language (or the business firm who focus the Chinese market) - These people will and must know how to type the Chinese (or simply to hire other people to work for them)...
There are still many free IDNs compared to asciis. If you can imagine what you would do even 5 years ago then many things are possible. I am not surprised that this domain commands such a high price. It has the potential to be a really authoritative site and the name is easy to remember too.
