    Also, 100% uptime and cheapest offer, should not be together. If you want 100% uptime, you can expect to pay for it, and it isn't going to be cheap.

    I can't imagine you will find some legit company to offer a Linux VPS for this conditions.
    Especially including your payment detilas no US provider will accept local bank transfer in India and if they are based in India, how do you think they are able to gurantee close to 100% Uptime - there is no way for this.

    There are many places where you could get VPS packages, but not all of them are reliable.
    I'd recommend Hostzealot.com VPS hosting deals. The thing that really has impressed me is the willingness of the support staff to take the time to explain things to a newbie who asks very basic questions.
