I've recently noticed many blogs are using replacement ASCII letters such as ԁ for d and ɡ for g and ח for n.

Some of these blogs have high alexa rankings too, and have many pages indexed in Google.

Is this a new SEO tactic to bypass Google's duplicate content filters (and thus not be penalized)?

Here is an example of an ASCII replacement blog I am talking about:
    http://www.rememberingwhoweare.com/

    Notice the weird letters.
