    Not correct Off-page optimization is as important as on-page. Even if you provide quality content you would still need the links.

    It is all about good content that you can really do your self and great backlinks. start with directories links and write about your company. If you have a budget and very hard to get keywords then you will need an seo professional, but if now just do it your self.
