    Quality content
    good website structure
    only relative links with some good PR

    And google also taken more than 200 factors to count the PR so just do quality work which google gives values to your website.

    you can see the improvement in PR

    I think there are a few things that you can do improve your Page Rank.
    1. submit articles on high PR articles directory,
    2. Submit on social bookmarking sites
    3. Submit on directories and blog directories.
    4. Start forum posting using your site on your signature.
    5. Post Blog comments
    This will help you to improve your PR and bring good traffic for your site.
