For one or two keywords, site is ranking on the 2nd and 3rd page of Google search result. What further needs to be done w.r.t. optimization, link building etc. So that the site comes up on 1st page.

It's going to depend entirely on the site and the niche it's in. How well optimized is the Web site's code and content for the search engines? (And don't say it's perfect, because as some of the people that have hired me will tell you, I can find things that even they wouldn't dare think of.)
Social bookmarking and networking, blogging, and posting on forums (that includes signature links) are not search engine optimization. Social bookmarking and networking, along with blogging, are considered to be social media optimization and marketing activities, while posting on forums and flooding forum signatures with links are generally wastes of time from a search engine optimization perspective (however they can be effective search marketing tactics if employed properly).
