You can certainly make decent (with the market condition in mind) money flipping websites. I have done that for a long time and I do advice people at times. However, you can only be successful if you are selling an honest product and not just a cookie cutter and garbage site. You need to add value to the product you are trying to sell - in this case, it is a website. You can sell it anywhere, this forum, ebay or sitepoint if you have a good site to sell.

Yes but it very rare. Buyer will only send via western union or wire transfer if the sales is involve high amount of dollar such as $5k.
