The actual sites where the blogs are hosted have PR. I haven't went in and checked each individual blog. The actual page where your link is posted is a new page within the blog, so it won't have PR until the next update. Foreign language sites shouldn't be a problem as long as I can generate content for that particular language. PM me the language for your site. Also, if you provide an article in that language related to your niche, I'll be able to use that article to develop the content for the blogs.
