I have been looking around but still did not find any tool that actually works to show the exact pages linking to a URL. Any suggestions?

Yes, Google. You can also use some external tool - they will work with google anyway, but it's a question of your own likes and dislikes & convenience. I liked Link-Assistant's SEO SpyGlass for instance. SEO Elite also has some product like that. Tastes differ

Thanks for all the answers i have tried some of them. For some reason i cannot find any incoming link checker in Google Webmaster tools. Do I need to add and verify the site in the admin panel? I actually want to verify the incoming links to a site that is not mine.. is this possible with Google web tools ?

if you need a quick backlink check, do a 'site:' search on Yahoo. Otherwise go with google webmaster tools.

I tried out Spyglass, and it seems to work great. Do you pretty much choose the Yahoo option like the tutorial suggests when "spying?"

I still find Yahoo Site Explorer the most reliable. Use it via SEOQuake.

I still did not figure out if I can use google webmaster tools for checking links for an individual URL. Url that does not belong to my sites.

    Thanks

    Yahoo site explorer is good.

If you are using firefox get the SEO book extension for firefox. Works pretty good. SEOQuake is another one.
